That's called a panic attack. She could have PTSD from violent situations before and it triggered her reaction. Normally people with PTSD react the way she did and I'm not saying that's why she acted that way, but don't think everyone will react the same way when they are afraid. Public building public area. No law broken, if you make him leave without the FOIA form, then you are opening up the city for a major civil rights lawsuit. The government does not have the authority to legally trespass a citizen from a public space without a crime or he is being loud and obnoxious, which he is not, so to trespass him is a civil rights violation and your qualified immunity gone.

Have you ever felt threatened or unsafe because of someone and then you screamed at them and then walked right beside them? Have you ever been afraid of someone and cursed at them to their face? Probably not. This woman has no idea what being uncomfortable around someone means. She, being a good little subject, was angry because the people in her life that she considers authority were challenged. The corruption goes all the way to the top!

There are tons of city and state jobs, mostly held by certain ethnicities, where they literally do nothing all day. That's why they want those jobs. It's like getting paid to hang out all day. They're really good at making sure their friends and family members get these jobs too because it's yet another tax funded gravy train. And the worst part, is that 90% of those employees are completely incompetent, have poor attitudes and are extremely lazy. The cherry on top is that many of these positions offer retirement, so yet another tax burden on people that actually "earn" a living to hold up people that barely contribute anything to society and honestly seem to have a hard time with even basic reasoning or communication. I guess that's what we pay for.

Just FYI even in today's Germany, you have to provide the police with your surname, first name, date and place of birth, home address and nationality (or simply your ID card or passport), when asked. and that's pretty much a non-issue, just different legal systems.
