Today I am going to be discussing labelling soaps for sale within the UK (much of this information will also be compatible with EU regulations, but if in doubt, do double check!)
The content within this video is all based on our own knowledge and understanding of what is required when labelling cosmetic products that you wish to place on the market within the UK. Please do your own research as well. It is never a good idea to rely on just one source of information! I may have missed something out or even interpreted something incorrectly, so please, take this as a guide but read up on everything and research for yourself as well!
Today we cover what needs to be included on a cosmetics label if you will be placing your products on the UK market. There are a number of things that must be included on the label if you wish to sell your soaps legally within the UK and this video is designed to help you understand what those things are.
We have tried to break the information down into easy to understand sections, but if there is anything else you would like to know, do pop a comment down below!

Interesting video. I made some batches of soap, without realising that requirement are so complicated in UK. Might have to give them away free to try, since i believe that is possible without been assessed as there's no money exchange. Funny how you have by law to include the INCI names of the ingredients for the customer to make an informed buying decision, when I'm sure that 98% of those customers also would not understand the INCI names...🤔

well i have to say you are giving me so much support and info with your videos, im so glad i found you on here....im excited about getting self employed again, just starting with m&p till next year, as iv been doing this for several years for myself & family, hoping the safety certs are easier to get thru than cp ...so i get into it and then do a range of cp nxt yr once iv had more practice with cp & my recipes & getting them right . thankyou so much for your time & effort *x*

Are you allowed to start selling based on the suggested shelf life and PAO from the CSPR or do you need to wait for the official three month accelerated stability test results?

Great videos, ty! I am adding mica and/or colour for my wax melts. You mentioned C.I Info. As wax melts don’t require registration, what do we put on the label?

Hi, we don't have any experience with wax melts I am afraid, so I am not sure what information you would be required to put on your labels. If uncertain, I would recommend searching on one of the candle/wax melt making forums as they will have much better knowledge than me and should be able to help you.

Hi ...thanks for the info on this video🙂 you mentioned just putting parfum for a fragrance oil but do you still add any allergens like you would with the essential oils?

Hello, yes you would need to add any allergens that are present above the allowable limit.

It is really tough! Our labels do require a lot of info and it is just a case of using a small font and being creative with the placement of text and info. It is not too bad on the larger soaps, but is a real pain on our small, guest size ones!

I know this is out of topic, however, in your knowledge do you know if the flex assessment from soap posh are legal to be use in the eventuality of moving to a EU country?

Hi Stefania, I am not 100% sure, but I believe they are. I think you have to specify which country you are in though if not the UK, as I think the assessments have to be created slightly differently. I may be wrong though, so probably best to double check with Soaposh :-)

As usual everything makes sense Anne! One question: can I put ANY name for example: crazy unicorn soap or chocolate cake soap (for a cocoa powder soap) or there are some restrictions regarding this (there are some regarding shape).

Thank you Katarzyna, glad it makes sense as when I was recording it I was hoping that what I was saying would be easy to understand! If you have given your product a name on your CPSR then you do need to stick to this name on your labelling (you don't have to name the product on the CPSR as you can leave the name field blank, but I didn't realise this with out first assessment so named all our products and now have to stick with them). If you haven't named your product on your CPSR then you can be creative with your names and go with what you like. Only a couple of exceptions to that. The first is you can't give it a name that implies any kind of medical effect (e.g. "Acne Curing Soap", "Lavender Bar for treating Insomnia" etc). The second thing I would shy away from is naming your soap after food as this may fall foul of food imitation law - when looking at food imitation a product is not legal for sale if it can be mistaken for food and packaging and labelling are taken into account when assessing if confusion could be caused. I would imagine that something like "Chocolate Cake Soap" would be an issue, however, something that describes a fruity scent such as "Black Cherry" I would imagine to be fine as long as it doesn't resemble food in any other way - but that is just my own personal opinion! Other than that, you can be creative and have fun with your names :-)

You can certainly add your website address if you wish to but your label would still need your physical address (house number and postcode as a minimum) too.

Always wondered, Lush seems to label their soaps with pre-saponification ingredients… how do they get away it?

In the USA, soap can be labeled as just "soap" or pre-saponification ingredients. "What goes in the pot- including lye" or post-saponification ingredients, "What comes out of the pot". UK regulations are stricter.

Hi Ann can you recommend or suggest a company for a safety report? I know they are expensive and is it correct that the base recipe is the same and one report would cover 6 variants -such as mica change and fragrance change? Thanks

Hi Alison, we use and recommend Soaposh for safety reports. Ann-Marie deals with the reports and she is really helpful and quick at answering any questions that you have too. You are correct that the report covers the same base and then different variants (Soaposh offer 8 variant packages) that can include mica/fragrance changes etc

You would definitely need to ensure that all your soaps comply with the legal requirements for selling within the UK and I believe you would also have to ensure that they meet any regulations in place in your state too (though if you are solely selling to the UK, I may be wrong about that second part, so definitely research that!) We have a few videos out that describe the various steps you need to take to sell within the UK (check our "legal side of soap making" playlist. The regulations are quite strict so I would recommend thorough research first. there are a lot of UK soap making Facebook groups around who are very useful at answering questions on the legalities, so I would definitely suggest joining one of them if you can.

You do yes, any that are present above the allowable limits will need to be added to the label.

There are certain things that do frustrate me, though these things are more to do with needing new assessments every time any tiny detail (eg colour) is changed for a product. The labelling I do understand as it does make it safer (especially for people with allergies) to have the ingredients and allergens clearly listed. But yes, there are certainly some aspects of what you need to do to sell legally that seem a bit over the top at times.
