Front neck depth is 7" due to front deep neck shoulder of front is taken 6.5" because deep neck shoulder stretch after wearing and back neck depth is short 2.5" so, it can't stretch so that's why back shoulder is taken 7.5"

front neckline width is taken 2.5" because front neckline is deep for deep neckline width is taken less .back neckline width is 3.5" because for short neckline width of neckline is taken more

Yes, you can stitch short dress by taking small length of fabric but you have to take small width wise also

for 35" length dress Length of all frills take 7"+1"for stitching Width of first frill 80" Width of second frill 120" Width of third frill 160" these measurements gives you a full flair dress at 35"length

inner can be attach in many ways it depends on aapko gher kitna chahiye inner ka ,for normal Gher inner _ we need 4metre fabric _ cut fabric jaise gown ke frill cut ke hai video m but inner frill ke width kam lenge main fabric ke frill ke width se and stitch it jaise video m stitch ke hai gown ke frill ,then inner ko gown se attach kar dijiye
