I agree with ohne. They have to be building some kind of anti cheat and are allowing in game codes to be used at the moment so they can determine how many players are actually cheating.

CS2 drew a large number of players online because they used programmes that kept the game running without actually playing or opening your PC. Account steam can currently be sold at select websites for at least 1,000 total hours of playing time. These are phoney accounts, and no actual players are playing.
