The partially_clean_scene() function also deletes the camera. yikes!

yeah, it deletes all objects

running ; bpy.data.materials.new(name="mymat") by itself does nothing and it confuses me.

After running that command go into the Shading workspace and open the list of materials. You should see "mymat" in the drop-down list. After that you can update that material via Python and assign it to a mesh.
