I think ma'am RPC is under mala insi that were created before the government or the state or the congress that creat special laws. That's why it was called revised penal code because it was revised. It was created before even there's no government. Rpc is yung mga kadalasan nangyayari na mga crime such as rape, murder and etc. The special laws naman is yung example illegal logging, illegal fishing and etc . Laws that the government thinks it much be controlled and stop.
