The first example isn't a crosswalk, it's a shared space - meaning the "road" is only a visual guideline, but you can walk or drive or bike everywhere; just very slow (the exact speed varies by country). However both these and actual 20 zones (which is like a "30 zone on steroids" with lots of pedestrians crossing everywhere) should be paved to indicate that cars are not priority here.

Thanks for adding more context for other viewers! Prior to this design there was a traditional crosswalk, but the town hall changed it recently to what you see today. Agreed, the signaling is not very intuitive.
