This could be move quickly into being. Example, if SpaceX only has half a load for orbit or satellites. Let them go by filling up the rest of the rocket with fuel. Once payload mission is accomplished then move into a position to unload that extra fuel. Your up there anyway, so take advantage by having many of the refueling satellites as needed to make this workable.

The only sad part was the expendable falcon 9 that launched it (no legs, no grid fins).
