I think it's because most of the bands aren't profit orientated... People in Japan like to express themself unboundedly. this is why sometime we find Japanese culture as weird stuff, likewise you might find some new cool stuff there... and Japanese Pop is not that bad, even Idol Group such as AKB48 like to put rock element at their music, at least some guitar distortion.
