At the time and even today he is kinda right. Those aren't really phones, they are handheld computers that can make phone calls.

His statement was not wrong though. The iPhone wouldn't have done well if people had to pay full MSRP. What Ballmer didn't understand (and he admitted to this later on) was how manufacturers could work with the carriers to create device subsidies so that the consumer essentially got a hidden no-interest lease that was added to their monthly bill.
