Why can't Tibetan Indians use the Indian passport to go back to Tibet for a visit or a lengthy stay???

If HH Dalai Lama visits muslim countries esp Iran they will help Tibetans and will lay preasure upon china to free Tibet Really I,m vonderfull why HH does not visit muslim countries and ask them to help tibetans !!
