I drive a similar kw and the 2nd steer is there for carrying the weight and makes the turning circle worse.

What I mean is that when the distance between the first and last axle stays the same, the turn radius is not gonna improve by placing an extra axle behind the first axle. Because the second one doesn't have as big a steering angle as the first. So I suppose is it is just placed to not overload the front axle, especially when you drive with a half load wich is placed in the front of the box. At least this is how it works in Holland. May be different in NZ due to regulations offcourse.

Typical farm gate entry, too narrow and pushs all the drivers buttons of his/her skills to get a rig thru such openings.
