it maybe be that the concrete is reinforceded with fibre. For very little money you can use fibre added to the concrete and in many cases avoid steel reinforcement.

What kind of sheet you put before the concrete? And why there’s no steel reinforcements inside the cement?

no rebar/steel needed because there is purling as beams under the metal zinc that holds the load.

Probably, because the subbase is made of steel deck that's thick enough not to bend and crack the flooring and drop down, they decided it's not needed. Remember that aside from making the structure steady, the purpose of rebar is to hold the concrete together.

I think that’s for a different type of deck this only requires lap screws and weld they pour concrete on top am currently working on a building and they did that here
