In this case, pre-production was pretty much all they had, plus mike pondsmith's writing, up until about 2016 or 2017, especially after having majority of the people working on witcher 3, and thats ignoring any possible times they might have had something and then went back to the drawing board. I've seen even mods which entirely change every idea and goal for the project halfway through development, and due to an early, early announcement, people lampooned them for the changes

kenshin is a tech weapon and it dont use normall bullets, look up empty reload and tac reload of kenshin you will see the difference in full vs empty mag also where is crusher empty? there are clearly 2 shells visible in the mag

The Kenshin mag isn't empty. It's loaded with steel darts instead of normal cartridges because it's an electromagnetic gun.

Its honestly my favorite thing about cyberpunk. Everything is very robust and weighty, and there's a strong vibe of low tech persistence and mundanity that is so underrated in futuristic settings. Like, you can have a self propelled missile launcher installed in your arm and can hack another person's cyberware with a chip in your brain to light their blood on fire, but you still use physical keys for doors, you still gotta pay for gas, and even if you have subdermal armor, buckshot to your face will still likely kill you.
