Push the fuel button several times, then push the pre heater button until at least 40 seconds or until you here it pop, Press the fuel button a few more times then put your hand on the preheated, if it feels hot pull the excellerator lever towards you About 25% and then press the starter leaver.

The heater plug arrangement is a flame heater. The way it's supposed to work is by igniting the diesel from the hand primer in the manifold, cranking the engine then draws those flames through the engine to provide the heat to get it going. One or two shots of the hand primer is all you need before hitting the heater plug. As the others have said wait for it to go pop after about 40 seconds. Pumping it excessively as you were will just take the heat out of the plug and put any flames out. It's not designed as an excess fuel arrangement.
