To awaken your hero you need to max out all the stars of the hero and just the first two skills known as basic skills to level 10.

You're right you have to reach max talents as well as max skills to Awaken the hero's

you have to level up all of the skill to level 10 to awaken your skill. i don't know if they have changed the requirement to you have to max your talent :)
