I think if he made the sand a bit deeper and put sticks in front of the dam it might be able to win

Smooth sidewalls dont really make sense. In a real dam, you had better be reinforcing your wall deep into the surrounding terrain or you just have a smooth breakaway friction surface that the weight of the water would have no problem overcoming.
