Daniel Bell, Professor of Ethics and Political Philosophy, teaches political theory in Beijing. In this slyly witty talk he challenges our political intuitions and debates what would be a desirable political model, based on the assumptions that democracy and political meritocracy are good things. He discusses the problems inherent with just leaving things with voters, who may or not be educated, understand the common good, or be able to put aside their short-term interests. He describes the Vertical Model with meritocratically-chosen officials at the top and democratically-elected politicians underneath, which is flexible and has “lots of room for experimentation in between.” He says this is “more or less” the model that has inspired political change in China since the 1990s. But, there are some flaws. Watch and find out what they are.

8:05 Bell says it is "immoral" to vote one's short term economic interests as if it's self-evidently true. What is moral in one scheme is immoral in another, and the term needs (at the very least) to be relativized to some theory or cultural value system rather than used absolutely and without qualification. The common good, which he then says we must vote for needs to be defined, esp. in large countries with competing values.

Too many people lack understanding on how China's political system works.They assume it is communist/authoritarian bc they are conditioned to believe in the indisputable virtue of "Democracy" or simply hardwired by the facile media. China 's system is evolving to its own needs...unlike the US which prefers to proselytize (except unless its Saudi Arabia), China does not believe in export of its system or its applicability anywhere-else. BUT Western govt tend to start of with the completely erroneous premise that China is a threat to the rest of the world bc it is ideological. As Deng said : "It doesn't matter what colour the cat is so long as it catches the rat" Chinese system is far less captured by special interest groups then the US and many other Western systems have become. A fundamental understanding of China's political system is absolutely necessary in the West today. People need to break out of their insulated thinking on Democracy as the only system of government. We have seen for example, how China since 1989 (TianAnMen) resisted colour revolution but went on to eclipse India a country of similar population but with the virtue of having a democratic system. Of course there is need to further safeguard the system from capture of interest groups or corruption as in the West, no system is perfect, but at the moment, the Chinese system is delivering what they need at this particular point in time. And its meritocratic system is trumping over the Plutocracy so evident now in the US system. Kudos to Daniel Bell.

Kudos to Bell also. The progress and satisfaction of the majority of the people is that form of government is working for the masses and especially the population in poverty. I m commenting in 4/2/2021

God forbit that we in the west learns that univeral sufferage does not equal democracy... People cannot admit mistake. How can you overturn decades worth of indoctination or rather group think? This infactuation with univeral sufferage is what's wrong with liberal domocracy at this point.

Daniel Bell is a legend in China for his understanding of political systems and for being a leading scholar in teaching about Confucianism in Shang Dong which is the cultural center of Confucian thought in China. I’ve read his books but would love to hear him elaborate on the Chinese Communist Party which has 93 million members chosen meritocratically. This means that virtually 1 person out of 10 participates in the governing, administration and the implementation of policy in China. In effect, specially selected and trained people are running the country at all levels (country, province, city, town, etc)! It is a system that the West should be studying in intricate detail and compare it to the US’s one-dollar-one-vote system that is highly tailored to serving the short-term interests of special interest groups. In a world ranking of democracies, the US is 28 out of 31, even falling into the semi-democratic category of the last 4 or 5 countries. China’s social democracy is far ahead in serving a mandate of improving the lives of its people (cheap education, universal health care, good infrastructure, implementing green technologies, long-term planning, etc, etc).

When one study China, please keep in mind that the Chinese civilization dating back 5000 yrs in its early years is basically anchored on Daoism and Confucius thinking. Daoism is the root, well known for its holistic worldview, balance, coexistence and dynamism, while Confucius thinking has idealistic goals to instill virtues.into people for being learning person that are both humble and self reliance ,.and attempt to construct harmony on family and society. These two streams of unique thinking are gifts from Chinese civilization to current troubled world

Democracy is fair and dysfunctional. Meritocrocy is effective and oppressive. Your preference is up to your personal value and cultural upbringing.

In addition to your personal value and cultural upbringing, I would like to suggest it also significantly depends on the average economic position of the people. When you are still poor, "effective" will greatly improve if not save your life. When you are rich, you can afford to sit back and opine on politics with limited consequence.
