Kenyans do not have a problem with progress. We have a problem with trusting our government agencies. It does not matter where the money goes, the crooks will get it.

I always appreciate Daktari's ideas but on this issue I vehemently disagree with his argument about the vision bearer needing room and benefit of doubt. This only applies when the vision bearer has proved and earned that room. In our case, he has illegally appointed 50 CAS, created office of the spouse, and spent billions on cars and office furniture. If he used this money to build houses and showed us his commitment to serve citizens first over rewarding his cronies, we would easily trust him. You don't tell us to pet a hyena that raided our homes last year in the name of giving it benefit of doubt not to raid on us this year. That's not how it works. First muzzle the hyena, then we might consider trusting it. It is that simple. Magufuli did it, Kagame has done it. He should reign on government wastage, divert that money towards housing, then our scepticism will stop.

Yes. The guy has proven that he selfishly values self-interest politics over the welfare of Kenyans. 50 CAS (in addition to 51 PS) is all about 2027. Not working for 5 years, while drawing a salary and other huge benefits as DP was all about a selfish focus on 2022. I remember the president's pleas in 2018 for people to stop tangatagaring and focus on work. We were in a campaign mood all 5 years.

If you have a better way to house kenyans affordably and mitigate the growing of slums then let us know. Otherwise ciriticism without offering a solution is useless. there is no perfect legistlation. Thats why legislation can always be amended to suit the current situation.

​​@@daviddavis7959 There is always a better way. Simple one is showing honesty to serve by sticking to the constitution and spending less. Start by stopping the wastage of government spending. This government illegally appointed 50 CAS who take over Ksh 100m every month, created office of the spouse and a none existent "Mudavadi office". How many units can you build with this money every month? You start there and such honesty will organically pull us together to support. Wasting our limited resources then blaming us for refusing to trust incompetence shown by the government is not very clever. We refuse to blindly accept schemes created for looters to loot like they have done with NHIF and NSSF.

This comparison really annoys me. We keep mentioning how successful Singapore's success is but we don't want to say let us be harsh with corruption like Singapore, as if we will just contribute and become like Singapore.

The approach which Ruto is using is okay. Let's benchmark and follow the footsteps. After independence we were on the same economic level as Singapore. We went on our way, see where it let us to. Singapore went to another route, which led them to success. Why can't we change from the usual failed route to a sure tested route that has worked in Singapore?. Let's not be negative always. Only a stupid person doesn't change.

The first thing he did was to make illegal appointments of over 50 CAS and more than the stipulated 22 CS by the constitution. He has over 25 coming to over 75 ministers. Speaking of comparisons, Germany has 16 ministers, with a population of over 83m compared to ours 50m. You gain trust by serving Kenyans, not creating jobs for Kidero and others then expecting us to give you money to loot with them. This is a full blown scam. Making it mandatory will be the biggest mistake he will ever do because his campaign for 2027 will make so many people annoyed about it. Singapore delt with corruption prpoerly. He came in and dropped all the corruption cases and appointed suspects. That's the person you are telling us will fight corruption? Are you saying that is how Singapore ended corruption my making suspects CS and CAS?

I have just looked at the 2021 financial report of National Housing Corporation. It got a QUALIFIED OPINION from the Auditor General - meaning that their books are not in order. Furthermore, the total turnover for they year was about one billion shillings. Now, if they could not manage one billion properly, how do we trust them with 9 billion per month = 108 billion? Forgive me for being skeptical!!!!!

By the way, in seven years, the fund will be sitting on about 750 billion! Pause for a moment,,, And then the initial contributors will start asking for their money.... we have to double the number of people in formal employment in seven years.... Also: will employers get their contributions back? If not, why not?

Affordable housing.....has been asong season in season out......Vision bearer is always eloquent in explanation when comes to finances/monies. Manduku,,,,,,,,,you are speaking, unfortunately public participation is missing and too you are talking well on behalf of one carry adifferent agender/vision on the monies...Otherwise delet the word mandatory,then you will be good to go.

Why should GOK have another pool to mismanage, let them optimize on NHIF, NSSF and they can easily have money for housing initiatives from NSSF. They can even go the bond route to raise for the housing fund.

Daktari is very knowledgeable about housing issues, but the more he tries to convince us that this idea will work when it is not him in charge of implementing it, giving us assurance that they will oversight, the more this scam magnifies to a million megapixel.

In Kenya, it's so hard to believe no matter how good the ideas seem.....based on our track record of greedy leaders after 10 years we will still be in the same place...take the NYS, for instance, it was meant to improve slums/ upgrade them....money was allocated billions but at the end, only minimal resources were used and millions ended up in peoples pockets. Even until now no one was charged nor made to answer for the misappropriation of the funds to make it simple people in positions got rich through that project.....now you can understand why Kenyans are a little bit skeptical about trusting the housing fund, track record of such projects is so alarming we have seen it before.

Doing a housing scheme comes with other additional infrastructural needs like, roads, hospitals schools, etc. This financing model will end up disenfranchising many people in the long run especially when it will come to the time of allocation of houses for example

Manduku you are asking an obvious question. Thailand and Malaysia have Zero Corruption. In the Kenyan Government, Corruption is their main Key Performance Indicator and hence the money they will collect will all go into their Theft Net😭😭😭😭😭🇬🇧

Whereas a hustler who earns a basic salary of Ksh 20000 will be forced to contribute Ksh 600 which is equivalent to 3% towards the housing fund, a member of parliament whose basic salary is Ksh 426000 will only contribute Ksh 2500 which is equivalent to 0.59% towards the fund. This housing levy will punish the poor more than the rich.

Manduku is comparing Kenyan to Singapore and Thailand ... The minimum wage in Singapore is Kshs 130k ... Average wage is 640K ... Singapore ranks 36 in the global economy ... Daktari we can not talk about Thailand, Singapore, China - Hon. Manduku this guys have done it for years and yet you want to do it in one day. There is Climent change question and economic situation we are in. When this guys started the ideas, the cost of leaving was not what it is today. They had structures, political and economic. They can afford to save because they have an extra coin to do so.

Bwana Manduku, Provident Fund is not taxed in the end because the contributor contributed his money after the same Government had taxed it. And have you considered the employer who is already paying House Allowance to his employees? Is he now to stop paying House Allowance and now pay the Housing Levy??? Thieves, Thieves . That is Singapore today, the minimum wage when it did its housing in the 60s and 70s was much lower than kenyas. Most kenyans oppose it because it is president Ruto running it, there is tribal contempt and pure malice informing most opponents.. Would we rather sit and wait? President Ruto shall perform, he has always been a performer

How much money does a citizen have left for this mandatory exercise after going through heavy taxation? These guys sitting in big offices have some money to spare and talk based on their income.

Kenyans we know our future, we have perfected corruption. The citizenry don’t trust their institutions let alone their own neighbors and family. It is true , Kenyans have many aspirations but we need to outsource the functionality till we get there.

Hey Doc. You have lost it all by comparing the proposed housing levy with NSSF. We are tired of mismanagement of NSSF which is a statutory defined contribution pension scheme. In fact , we expect you to come up with a legislation which will convert NSSF from it's status to a DEFINED BENEFIT PENSION FUND.

Why bring this fund now when even the NHIF is not submitting money to hospitals and Kenyans are being sent away. Kindly they can first deal with the issue of the economic crisis that we are facing now and then build the house later
