That extended prison time doesn‘t happen in Germany directly. Here, when you try to break out of prison, you won‘t be punished for it. Now don‘t think that if you successfully escape the government will just be like „well then, enjoy your life“, that‘s a misconception. You‘ll still be chased down and sent back to prison to wait out the rest of your allotted time. The other thing, which does increase your time, is that your sentence will be extended for every crime you committed during/after your escape. For example, If you dig out, you‘ll be punished for property destruction. If you knock a guard unconscious, steal their key and/or steal their clothes (very cartoonish, I know), your sentence would be extended for: assault, theft and impersonating a police officer. (I think you get the point) The only thing this law really does is prevent any extra time for the act of escaping itself. Theoretically, if you somehow waltzed out of the prison because all the doors were just open, and all guards asleep, you wouldn‘t get any extra time, just get caught and sat back down for your original sentence. This law was implemented because, as the German government argues:“every person has an urge for freedom, and thus can‘t be punished for acting on it“
