DASHCAM VIDEO: A second suspect was arrested in Elyria following a police pursuit that left Bluffton police officer Dominic Francis dead.
Officer Dominic Francis, 42, was attempting to place stop strips on the interstate when he was struck and killed by the suspect vehicle around 2:30 a.m. Thursday, March 31.

I've been binge watching these videos and I have so much respect what these officers do. There is one thing that drives me crazy and needs to change, these officers risk their lives and these criminals get a smack on the wrist and are released. We need to put them in Jail and keep them there.

they need better cars, they can't catch that what was it a prism? 145hp? better cars, more practice pinching these cars in.. never know we see all these videos but how many of these pursuits does each jurisdiction really have aside form the white challenger? maybe this was their first, maybe they don't practice? maybe they need interagency coordination and practice? clearly need better cars, that's a no brainer, suspensions, brakes, HP.. the works, maybe roll cages? outfit 3-4 cars just for this per jurisdiction.. sad

Prius is a tough vehicle to take out due to lots strength of its body. Most Prius are SUV and much harder to take them out against the older police vehicles. Prius have stronger traction so it makes PIT harder to execute when on highway at high speed. Think of velocities and kinetic energy on Prius vs older police vehicles..Prius wins hands down on velocity and that is why it takes longer to end police chase. In addition, the suspect have weapons in the vehicle to strike any officers is another reason why they couldn’t end the chase at the u-turn and it happens to have discovered a couple of handguns in the suspect vehicle once the vehicle rests at the ditch. It sucks, but that’s how it goes.

It appears to me that the police should consider replacing their cars with Prius models. They are fast and can take a body hit. Also don't forget the good mileage.

That’s what Charlotte Mecklenburg Police Department have…Prius vehicles. CMPD is located in Charlotte, NC and has the most Prius models on the road here. Sometimes they go as far south as Rock Hill, SC if necessary only for high speed chase originate from Charlotte, NC. The only state they cannot cross are Virginia and Tennessee.

I was a state trooper for 6 years in the 90's. We would've never passed up so many opportunities to end it early, before putting innocents and officers at risk. But because of all the police controversies these days, and all of the new restrictions regarding pursuits, most officers simply pursue, because that is their job, but are in constant fear of making the wrong move. Also, all the lobbyists protecting the rights of people that run don't help either. Back in my day, we would've knocked him into the trees off the roadside within the first few minutes, whether it killed him or not. Now they have too many rules, and not enough training to give officers the courage to do the job. I live in Tampa, FL now and have spoken to officers that have literally told me "Why bother? We can't catch them anyway. (Especially the motorcycles and street racers.) Why bother pursuing if they are just going to go faster and crash into someone and kill them. So if they run, we just stop. And I can still go home safely to my wife and kids." That's the attitude of most officers today. Not willing to take the risk. We essentially live in a lawless society now. The officers are sadly just a place-filler that risk their lives for people that don't care for them anyway. And when an officer dies, there are more people that cheer for it, instead of grieve his passing. Really disgusting what this country has become. Edit: I do have to say, the one cop we were watching the footage from needed to be in front. His yelling "Take him out!" was an indication that he was fully prepared to take action. The officer in the Charger needed to fall back, as he was unwilling to do anything, even at slow speed. He would literally stop, and wait for the suspect to accelerate. (A non-risk taker.) The dispatcher said over and over to PIT when he can, but he never did. Finally, it took one of the SUV cops to forcefully go around the Charger (possibly out of frustration) and immediately PIT the suspect. That Charger (officer) is someone more worried about himself, and not thinking about Public Safety (his job). I would not want someone that hesitates that much as a partner, if I would expect him to "have my back". You have to be willing to take a risk (carefully though, not reckless) to be a cop. If you're not, find something else to do.

Thank you for your post and bless you. As a retired LEO, I stay frustrated with what I see. The model agency in America now appears to be Arkansas. They seem to be determined to restore order and rule of law--suspects and political correctness be damned. This woke law enforcement and court system is causing the pain, suffering and deaths of many people. Punishment needs to return to America and as soon as possible.

I don't even know officer Francis or anyone in that unit but I can't imagine what you guys go to everyday. Tears of sadness and loss of such a great man I'm sure he was loved by so many especially those he worked with everyday. My condolences to his coworkers his family. You guys didn't give up thank you for everything you've done for Francis

As someone who has used spike strips, it distresses me to see so many officers not know the proper and safe way to use them if time is on your side. While not knowing the circumstances of the Bluffton officer, I am critical of the one part where the officer had them deployed in the middle of the road around the 19:50 mark and the suspect just drove around them. First off, the most important if you have time is to deploy them at a location that provides you with safety. Something you can take cover behind other than your patrol car because suspect have intentionally rammed them. Secondly, most come with string so you can deploy them across the other side of the road and then slide them into the path of the fleeing vehicle, leaving them no time to maneuver out of the way. Too often I see them deployed like this. Safety....Safety....Safety!

Joe D, you are right on track, anytime while deploying stop sticks or similar tire deflation devices the LEO must ALWAYS have some solid form of cover, patrol car, tree, utility pole, guard rail, etc when deploying the sticks. The bad guy reaction is to swerve to avoid the sticks and most officers killed while deploying the sticks are out in the open with no cover and they get run over. So sad, RIP to the officer.

I do not question the sincerity of these cops but do question the level and success of their training. The officer in the dashcam sounds like a cowboy with his comments and attitude. Not good.

I was in a position that spike strips were called for four times. One the vehicle went another way, second time the car wrecked out before getting there. Third vehicle stopped and forth I retreated to cover seeing the calvary charging at me full speed and some lunatic in a dually doing 80. Flesh vs metal = flesh loses. Sure, if you really have that much time to prepare it's reasonable risk at chokepoints while behind "some" vehicle cover. The "heat of the hunt" rapid stop and throw deployment was discouraged for obvious reasons.

Spike strips are not terribly effective... sort of like tasers. They 'sometimes' stop a chase, but usually do nothing as the perp runs on rims without slowing down. What needs to be done is to get the person who would be ahead enough to deploy strips to deploy a long gun, instead, and just start plugging the fleeing vehicle with rounds. The goal is to aim at the engine - no engine = no go. And if the driver gets taken out, no big loss to society.

@@dthacker6428 I re-read my post and it is somewhat vague. I'm SURE you are aware of the common sentiment in America regarding the justice system. There are always two sides to every story and it's always good to present several views. Some people worship the police. Some people hate the police. Most realize the middle ground is the best. Yes, cops can be heroes. Yes, cops can be rotten. But the individual isn't maybe the issue. It is the over-funding, MASS incarceration, widespread abuses by some police officers. SO MANY EXAMPLES from Rodney King years ago to Uvalde now.

OK, since he didn’t die this is what happens: 1 We pay for his lawyer, 2 We pay the judge that hears the case 3 We pay the DA who prosecutes the case 4 We pay the guards in jail who watch over him 5 We pay for his GED education 6 We pay for his medical and dental while he is incarcerated 7 We pay for the hospital stay 8 We pay for the 9 cops who were on scene 9 We pay for the damaged vehicle 10 We pay for the “paid administrative leave” for any and all officers involved……and so much more.

Ever Driven a Prius? They are surprisingly fast and damned heavy. Even after the last part where the car got banged pretty hard it almost wiped out the police car with only a crunched door.

I was a Deputy Sheriff and worked closely with OSP many times. Officer Francis died serving to keep the public safe. I am so sorry to hear of your loss! Hopefully at least justice will be served on this piece of garbage!

FAR too many innocent people have been killed, or permanently crippled for life... due to these adrenaline fueled pursuits... a few of these innocents were personal friends, including a young mother and TWO Month old, daughter.. leaving behind her husband and two other young children under age six, without a wife and mother.... and the cop was Never held accountable!

So where did the collision take place? @7:20 a cruiser gets knocked off the road but there is no reaction from any other the other officers. It is not mentioned in any of the rest of the chase. Was that the hit? Also, it seems that none of the others know that an officer has been hurt much less killed. It must have been a terrible shock to them to know that they saw the fatal crash and didn't know it.

Seeing all the risk to the public and officers during this surprisingly long chase, I miss the days of roadblocks and 12 gauge 00 buckshot. Even a Prius couldn't handle that!

Rest easy, officer 💙 This is not the fault of these officers. They are doing their job. This is ENTIRELY the fault of the person running. Of course we can go back and watch this pursuit over and over again and pick it apart and find faults. Departments have specific protocols for pursuing vehicles and they have to follow them. There are new techniques coming out to assist officers in bringing pursuits to a safe end, but not every agency has the tools or training, YET. Don’t blame the police for the decisions and actions of a criminal, no matter what the crime is. My heart goes out to the officers family-blood and blue 💙

Don't waste your time with this...long chase, camera car drops out short of the climax, and the footage ends before there's a resolution. Fortunately, I skipped ahead, and saved myself the regret of wasted time!

That bugged me as well; Prius' aren't noted for being exactly powerful, especially by today's standards. Early in the pursuit, extrapolating from the camera car, that little Toyota was running close to 120 MPH

Agreed, but I guess on the same note, I've only ever been around 1 or two vehicles going somewhere, but when you've got 10 cop cars with sirens coming from every lane, I can see how a driver could be a little confused as to where best to go.

R.I.P Trooper Francis you served your Dept well. What the OHP needs to be equipped with is either the GPS Tracker that can be deployed from the front bumper of a squad car or the Grappler System that disables the fleeing vehicle by entangling the fleeing vehicles rear tire while the other end of the Grappler is still attached to the frontend of the squad car. These systems are effective at ending high speed pursuits

NO sir. They are only effective sometimes, not always. Vehicle positioning is just as dangerous and the suspect driver gets a vote in the use by his driving ability. OHP are very aware of these systems. What we need is a mom and dad that raised this man with a little more respect for himself and his others.

My deepest condolences to the family of the deceased officer, but the Ohio State Police have a lot to learn about police chases, and I say this non-confrontationally, but in Arkansas a couple of State Police patrol vehicles would have been enough to make him a PIT maneuver and it would have been over in 5-10 minutes.

This OSP, county, city chase has a completely different feel from So Cal chases. In California they have almost constant availability of at least one chopper. In Arkansas you can turn California on its head. They have the most aggressive car chases since Broderick Crawford (Dan Mathews) in Highway Patrol. 1955 - 1959.

Missed MULTIPLE times that this POS could have been crashed!! There are more options than just the pit maneuver. Watch nascar. A Prius??? Pile drive the rear bumper!!! This should have been crashed on the first low traffic on the interstate !! Keep pushing when on the cow catcher!! Don’t lift.

there is some good aerial video from a CA police chase involving a Prius and the car was all but destroyed from crashing and PIT attempts and on 3 wheels still traveling at or near triple digit speeds. The chase finally ended when the prius crashed into a utility pole at high speed killing all aboard.

So this vehicle was one of three suspects that was in the original vehicle that struck and killed the officer earlier in the morning. So couldn’t get plates off a stolen vehicle and what I heard over the radio was that they needed to keep following until aviation arrived. Everyone is blaming the PD but how many read the news article in the description.
