How I obtained a copy of your VA Summary/Breakdown letter to include the diagnostic codes.
I called the VA at 800-827-1000 and inform them that:
“I would like a summary letter/disability breakdown letter to include, all my service-connected conditions, percentages and diagnostic codes.” (If you are not service connected, you will not have one). Also, you can have them email or fax (if you don’t have a fax at home, you can download a fax app in the play store on your phone) this information, if the person doesn’t want to email or fax it, hang up and call back and speak to someone else.

Thanks for the video. Your explanation of the rating process especially the pressure on the VA rater for production demystifies some of what goes on behind the closed doors at the VA Regional office.

Nice video, sir ! I personally put in 30 years as a " Claims - Assistant " and had to retire for health issues. I loved working with my fellow veterans and for the VBA. Although I am retired, I still occasionally encounter veterans needing assistance and I give them general guidelines. Tell them what forms they need, how Veterans Service Organizations work VS dealing with Lawyers. As I was leaving the VARO, I was told that I assisted thousands across the United 🇺🇲 and hundreds in my home state. Best of all, I made a difference in veterans lives,widows, dependents, and orphans. Retired as a GS 6 /Step 10. Had I stayed, I had an excellent shot at a GS 7 ( VSR ) probably.

Thank you for for the years you spent helping veterans. Since my retirement, I've made it my mission to educate veterans on this process. I'm trying to nail home how important it is to get a copy of your claims file. Some veterans get it and some don't, but I won't give up. Thanks for sharing

Outstanding video! This video took us behind the curtain as it relates to the VA Claim process! Due to the quota system, the possibility exists for human error when a claim is being rated.. It seems to me that a claim that has one or two issues would get quicker treatment than a claim with 10 issues. I for one, believe in my heart of hearts, that the VA overlooks items. As I stated before, I have a HLR filed for a claim of claustrophobia where I submitted an affidavit from the insurance company authenticating the fact I was in a car accident during active duty. I recently received the C&P exam and it was favorable and the examiner cited to the car accident as a stressor that precipitated my claustrophobia. Beforehand, the contents of the C&P were unknown, now that is not the case. The rater failed to list in the evidence section the insurance affidavit and did not mention it in his decision, Thanks for the information Dewayne!

Great, informative video. I just graduated with my Bachelor's degree in Legal Studies and am working on my resume for this position in Wichita, Kansas. I'm 57 years old, currently rated at 70% myself, and a Desert Shield/Storm veteran. I hope I get the opportunity to apply my skills and help other veterans. I have handled my own claim since the beginning, and learned a lot in the process. Between your channel and others, and Facebook groups, there is an abundance of helpful information out there. You just have to go out and find it!

I really did enjoy what I did and whom I was helping. Now, I'm educating veterans on the process so they don't have to feel as much frustration as I did working my claim.

The production points changed several times and each time, it kept getting higher. Which means, sometimes you would rushing and it really was rough if you fell behind.

Wonderful. Just like I thought it was pressure and quota. Thank you for your faithful service all those years for us veterans. You the man for my claim that I would have wanted. Took me 15 and 4 months to win but I finally got there. You are the gift that keeps on giving even after retirement.

This video is very helpful in making a decision to accept this position. I’m currently an VA employee and applied for this position & have been referred. I appreciate the honesty in how much pressure is involved.

Congrats on getting referred. One thing that helped me in the beginning. I worked the hard claims 1st as I had to have someone to review them. When you come off second review, there is no one looking at them unless QRT pulls your rating decision for a quality review. They used to pull 5 a month, and it's nothing like getting an error from QRT. Good luck and make sure to be patient with veterans, most are not educated on the process.

Thank you, that was good information to know. I am sure that people do not know what it is like to be rating claims and what is involved in it and that it is like the out side world and you have (I think some impossible metrics). What you talked about sounds about what I did in my (not VA) job and we called it Doc's per hour just as crazy and I felt the same making sure my numbers work.

Thank you for the video. I was a VSR and now RVSR. You are correct about running full speed on the treadmill, jumping off, and it’s still going. There are good days and bad days. Those bad days can be mentally challenging. The mandatory OT is rough…however, when you get that claim that touches your heart it really makes it worth it. I bet when you had those paper claims it made it even more personable. Thanks for all you do and sharing what RVSRs do on a daily basis. 33:05

Thank you for what you do. I know it can be rough at times but I hope by educating veterans on my platform, it will make all VA employees jobs a little easier. Question, what is going on with some VSRs requesting C & P exams when vets submitted sufficient DBQs and nexus statements? I've seen some vets get rated and others asked to attend a C & P exam.

@@DewayneKimble I think it comes down to training. If a VSR isn’t sure if the DBQ is sufficient they just order the exam. I understand they may not know if it is sufficient, but if a private DBQ is complete it should go to the RVSR to decide regardless. There have been so many new hires and with the PACT Act now there needs to be more training. I wish VSRs had more access to RVSRs, but a lot of ROs don’t have it set up that way. But certainly frustrating when a Veteran submits a private DBQ, then gets sent for an exam and it comes back different and now we have two different opinions.

How do you personally like the job? I’ve been accepted into the WARTAC PROGRAM here on Fort Hood to be an RVSR and will be starting here shortly. What’s your schedule like? Do you work from home? I have more questions just don’t want to get carried away.

I've been a GS-11 Patient Advocate for a VA Hospital in for almost 8 years. Before that, 20 Years as a Navy Corpsman and 7 years at this VA Hospital working with Returning Combat Veterans. Total Federal Service 35 years. I will be 60 in August, and I eagerly watched this video. I applied with a Killer Resume' looking forward to the last 5 years (or more if I liked it) as a Rater. Others have said this...I read all of the responses. You have made me now seriously consider passing on the the position. I've completed over 10,000 individual Veteran-Patient concerns in 7.5 years here, and was looking for at least a little break from the non-stop. I was looking forward to going after the "Combat Craig's" and others that I've seen on KZfaq and saw thinly veiled attempts to defraud VA through one scheme or another. You're saying "Quota's" and describing non-stop stress at most points of your career. I've been there and done all of that for decades. A one-step bump to 12 will most probably not do it for me....I'm grateful to you for having the "stuff" to put the reality of the Position out there for all to see.

Thanks for what you do for veterans at VHA, most people don't know what that stands for, thus the education I provide here so they understand the difference between VHA and VBA. It's a different beast from VHA but you may enjoy it. It's a crazy point system.

Extremely thorough and detail overview of a day in a life of an RVSR/Rating Specialist. Question: With the pressure of meeting high level quotas while working in not so great conditions/circumstances are veterans getting the short end of the stick in final rating decisions?

That is a good question. Some days I felt they were due to the fact that the quota would increase from time to time and some cases needed extra time to review or there was allot of evidence to review. Also, for some actions RVSRs would do, they would no longer get credit for and put you behind on your quota for the pay period and would have to rush. Some VA employees would purchase employee insurance through "Star Wright" just in cases management would try and fire you for not meeting your quota (giving the veteran the due process and time required to review their case).

Great video! I applied for the RVSR position and was referred. Your video gave me some insight and I will factor that into my decision if selected. I was working in the PMC since 2012 as a VSR and recently transferred to the VSC as a VSR in Oct 2021. It's definitely different with claims processing. I'm second guessing the RVSR because being a VSR meeting the points is challenging now in the VSC. Some things to consider.

Great video! I start my new job as an RVSR in two weeks-looks like it’s going to be a challenge but that’s what I strive for-I usually get bored after a year or two in jobs and this sounds like it’s going to be a good fit plus I’ve always wanted to see the behind the scenes of how decisions and stuff get made!

Congrats, work the hard cases first after you complete your training. You will have a internal drive to save information. That why when you have a difficult case like that, you have something to refer to. Always be an advocate for the veteran, even if it starts to impact your production points you are required to make. Star Wright provides some good insurance you can get on your job.

@@speasley1 Yes they do along with an extensive background check-The VA is a drug free workplace this means that lets say you live in Colorado where marijuana is legal to smoke/consume under VA policy as a Federal Employee you aren’t allowed to smoke/consume it-reason being is that is a State level approval and not a Federal level approval. Also while employed there are random drug tests and if you refuse you’re terminated.

Great video. When re-evaluating a claim (HLR or Supplemental) how much latitude and discretionary judgment do RVSR's have to modify/increase a decision without triggering another C&P exam?

That's hard to say as there are hundreds of RVSR's and DRO's. Each one may look at evidence different.

Interesting information. What I find fascinating is the disconnect between eBenefits and the VAB in general. Most VSR, or RVSR's have no idea what a status showing in eBenefits means to us Layman's. You would think those would coexist in a way that made sense to VSR's and RVSR's.

VA employees are not trained on e-benefits. They have no access to that program.

Congrats on the promotion, rate the hard cases 1st, while you are on second sig. So when you go on single sig., the hard cases will not bog you down. Also, live in the 38CFR and M21, if will help you in the long run. Question, why are VSR's scheduling C & P exams when the RVSR has an actionable and sufficient DBQ and/or nexus statement?

@@DewayneKimble We're not suppose to according to the latest guidance provided about 6 months ish ago. It's emphasized at my RO that anytime the veteran submits a sufficient DBQ with the claim we are not to order any exams unless it's missing something crucial like a medical opinion. Unfortunately this policy doesn't seem to have filtered to all the ROs.

@@jamessam3593 I've heard several veterans tell me that when they submit their claim, the VSR and sometimes the RVSR are still requesting exams when they can use it to rate the claim. It almost happened to me on my last claim but I was still an RVSR and knew they could use it. Thanks again for sharing.

Hello, Dewayne. I'm an Army veteran, served 4 years. I've been working for government since 2001, over 10 years as VSR. There has been many openings lately for the RVSR. You would think being a VSR so long I would want to move up to RVSR by now. But, I'm having doubts about applying. I hear the stressful stories from the RVSRs and have known people who have been a RVSR (some 5+ years) who either came back to VSR or left the VA job completely. Alot of people take the RVSR, just thinking about the money only. I can retire in 5 years with my MRA +30 years. I'm leaning more to staying at my current position as VSR where I'm comfortable and hopefully overtime will come into play soon to make some extra money. Thinking it will soon since the new PACT law is in place and probably more NEHMER claims in the future. I may or may not decide to apply for RVSR. Either way, thankful I do have a good paying job. I hired in as an RVSR, so I had to learn what VSR's needed to send me. Back when they were sending on DTA letters that showed all the conditions the veteran claimed. Most think, oh let me become a RVSR and get my 12, like you said thinking of the money and some go back to being a VSR. Question, I've been seeing veterans submitting DBQs and/or nexus statements (actionable and sufficient for rating purposes) and some VSRs are still scheduling C & P exams. This happened to me on my last claim as an RVSR and I denied the C & P exam because I knew the RVSR could use my DBQ to rate my claim. Can you provide any feedback on why this has been happening? Thanks for sharing.

@@DewayneKimble Yes, we are accepting private DBQ's now. If no other development is needed, we can send claim ready to rate. Once, reviewed by RVSR, it's up to them to determine if DBQ is sufficient for rating purposes. If not, RVSR can either submit the exam request or most likely they will send a deferral to VSR to send the exam request. I think this will always be an issue because all physicians may be different on how they examine and provide the diagnoses. Also, differences on how the RVSR rates when they receive medical evidence. That's why I have doubts about applying for RVSR, too time consuming and then people stress about production.

Hi Dewayne. Thank you for your videos; I like them a lot. I have a question that I hope you can answer for me. I've filed claims for the Fatigue, Headaches, & Memory Loss for the last 27 years (since Desert Storm), but each time I was denied - after several years of waiting. I never appealed them within the 1 yr time frame and would have to file a new claim and wait several more years for a denial. The last time I filed was in 2015 - I filed for the same previous conditions, but also filed for Sleep Apnea, Anxiety and Depression. A little over a year ago, I was awarded 50% for Anxiety & Depression, but everything else was denied. Last year my PCP diagnosed me w/ Fibromyalgia and Chronic Fatigue. In February, I filed my supplemental claim, a couple weeks before the 1 yr ran out and sent the diagnosis in as New Evidence. When I submitted the supplemental claim, I also filed for an increase for Anxiety & Depression. I had a Mental Health C&P exam in March and in April, I was awarded 100% P&T. The Sleep Apnea and Fatigue was deferred. Earlier this month, I had C&P for Fibromyalgia. The next day I received a call from LHI stating that VBA has requested a Mental Health C&P exam. I called the VA hotline to find out why another Mental Health C&P exam is being requested when I just did one in March and I've already been rated. I've spoken with several reps and no one has been able to provide me with an answer that makes sense...not even a supervisor...one rep said, it looks like the previous Mental Health C&P doctor didn't address all of the contentions in the DBQ. Does this make sense to you? Can they take away my 100% P&T if the doctor for the second C&P exam provide conflicting info? Please help me understand...my anxiety has been thru the roof!

Thanks for the video! Could I get a little more detail on the mandatory OT? Is it on weekends or during the work week? And the production quota? About on average how many cases a day to meet quota for the pay period?

Your welcome. Each time the mandatory OT came out, it would be different and those that couldn't meet it during the week, could do it on the weekend. As it pertain to the quotas, I'm sure they have been changed since I retired.

I have a large claim that I've received a Decision Letter on some SC Increases, but all of my new claims (Secondary to SC) were "Deferred". I just completed my C&P exams for the Deferred claims, and it is now in the "Preparation for Decision" phase. Does the same RVSR who initially rated my SC Increases maintain my file and now rate the remaining Deferred claims, or does it go to a different RVSR?

Hi Dewayne, thanks for this video--very helpful insights from a former insider since I recently applied, and was selected for the same position, but haven't started yet. I'm still debating leaving my current job for this, since it will be a pay cut and less time off...nonetheless, as a vet myself I value the service this job provides. One question; did you feel that the medical info was the hardest thing for you to process/understand in reviewing claims? As a prior healthcare provider for 20+ years myself, I anticipate this would make the transition less overwhelming for me, but you don't know what you don't know. Thanks!

Great video I have 1 question I'm a retired Army MEDIC with a wealth of administrative, medical/clinical knowledge, and experience. I've applied for the VSR position several times and I'm always found not qualified. I have revamped my resume several times but still found not qualified. The most frustrating thing for me is that I KNOW I can do this job with the proper training. The way I see it is that everyone starts from Scratch there is no school for Veterans Service Reps to prepare you to be one until you get hired, and I know that I have the basic administrative skills for this position. Do you have any advice??? Thanks for your service to our veterans.

Anyone can do that job. This is what you do, I'm about to drop a nugget. Update your resume with action verbs in the description of the position section. Also, when you are on usajobs.gov, look to see if the position is 100 percent virtual. They list it by regional office. If you live in California and you don't get hired in your city, apply in another city that has that position 100 percent virtual. After you have been there a few months, put a transfer in when your local RO as positions open. I've seen managers do that. Good luck on getting hire and remember to be an advocate for veterans. Congrats, it is a rewarding job but you will have production standards to meet. You can use your sick or annual leave to go to appointments. When you are off, you don't have to meet production.

I do understand the quota aspect as a means to efficient production. A veteran can't ask for fast service for everyone else but have the rater slow down on his/her file. My ears perked up when you said 6 months of training 6 months second signature, then toss in interpreting court cases and law. WTH. A legal aid working for an attorney for a minimum of two years would be a good minimum requirement for someone practicing law without a license. An attorney at the end of the production line doing a review would have saved me 50K. Awful RVSR and the veteran are put in such a position. Like I can afford an attorney but the VA can't. Sad really...

There is continues monthly training after the initial training. Also, there are several training classes provided on certain topics. The training doesn't stop after the initial training.

@@DewayneKimble I find it unsettling that veterans benefits rely on a non-attorney interpretation of federal law without a sign off by an accredited attorney. That simply can’t happen in the civilian community without someone going to prison.Continuing education is not a law degree with a bar exam. In this case, when VA rater makes a mistake the veteran must seek legal council at said veteran’s expense to have it adjudicated properly. Seems an unlawful system set up to tax the veteran and enrich the legal system with with a large portion of the veteran’s well deserved compensation.

I didn't have anything to study for when I interviewed for the RVSR position. It was only 30 minutes and the supervisor that interviewed me, I could tell there was no previous experience on interviewing someone. That was years ago and things could have changed. I talked about my experience in the private sector as a manger/supervisor of how those positions I had to use critical thinking and my MBA of conducting research. Good luck on getting hired.

A Master's Degree was required when I applied but I never used what I learned in my MBA program, so that was weird. Good question, the last administration made it easier to fire VA employees that had a hard time meeting quotas. I don't know if that is still in place. Some VA employees pay for job insurance, so if they feel they are terminated without good cause, they can obtain a lawyer to get their job back. I think it depends on the your local management team.

As I stated in the video, I was an RVSR. If you are going for the GS12 because it's more money, I knew VSRs that made that jump due to the pay and went back to an RVSR due to the demand of the work load of the RVSR.

Congrats on the hire. When the VA changed the production points for RVSRs on July 5, 2017 (never will forget that date). I continued rating like I was taught and for three months didn't make my production points. I started to speed up but always felt like I was missing something but it didn't have an impact on my quality. I used a document that was given to me during challenge training, to document evidence on a word document, so I didn't have to keep looking back through the claim folder (it really helped when folders where paper). 1. Confirmed the conditions that the veteran was claiming. 2.Where they on the correct form (where they re-open and if not and it was not, had to kick it back and move on to the next claim), 3. If they were new, where there STRs and if so checked the dates of service on the 214. 4. Did the veteran submit an actionable DBQ and/or nexus. 5. If it was an increase, confirm service-connection and reviewed VA medical docs and most times moved forward with rating the claim. Just felt like I was on the highest level on a treadmill everyday. That's the short of it but you will do well. While you are on second signature, work the hard claims first (SMC R-1, Respiratory when you have to read the PFT results FVC, DLCO etc, , Parkinson's, TBI and mental), that way when you are on your own, you have a copy of the rating (I kept them on my internal drive my conditions rated) to refer back to. Hearing loss and tinnitus are easy. Sorry for being long winded.

@@paduganankyle3927 I received a tentative offer yesterday. I was never a VSR. I became very familiar with 38 CFR when doing my own claim so having that knowledge helped I think. Just show in your resume that you are able to gather and requesting evidence/documents to build a case/project and respond to inquiries. You’ve done this in your career just gotta think about it and/or look at your previous evals.

What exactly is a "Production Point"? I've heard that GS-7 does one claims per day, GS-9 does two to three claims per day and GS-11 does High Level Review. Is this true?

Thanks for the question and no, that wouldn't be correct. The production points are based on your position, CA, VSR, RVSR and DRO. Each position has different quotas and it is based on what type of claim you work.

I was told 15-20 per day. After watching this it sounds impossible yet I always strive for the highest so I’m not stressing about it. The way this job came about so know it’s for me and I will be successful at it. I deal with flight students, UQR, ETS and Chapters in my current position and it’s non stop. Everything has a date and if a commander wants 20 SMs out in 3-5 days I have to push and make it happen so I’m use to quick research and making it happen.

I just retired from the army after 20. I was looking to becoming a VSR, I applied to the saint pete office, as I’m trying to get back to my home state with a fed jobs. Just wondering if you got any pro tips or recommendations, and references

It seems like the VA is really hiring a lot of people. I have an interview tomorrow for a career with the VA. Do you think things will get better with so much extra staff coming on board?

There are many leaving as well, so I don't think it's extra staffing, more likely back filling. The people leaving has years of training and it takes years to train the new hires. @@DewayneKimblewell, I found out that the interview was for a VSR not a RSVSR. I was somewhat disappointed but wondering if they will try to match my salary. I’m currently a GS 11 step 7 and I know the VSR is GS 7 - 10. I’m wondering if they will at least offer me a GS 10?

It can be stressful at times. Your coach can play a part in your success. If you have a good one, it can be a big help. If it's the other way, the stress can build quickly. I created a process for myself and it really helped me to learn the process.

When I applied, you had to have a masters degree. After I did the job after a few years, I realized you didn't need a masters. You need to be an advocate for the veteran and common sense. As a VA Claims RVSR(??) and Rating Specialist, do you rate AND APPROVE disability applications. It seems you have a consulting firm, so I'm guessing you're not a DAV Rep? How much do you charge to evaluate cases when documentations is mostly not available. During my whole tour, injured or otherwise, never made it to sick bays or doctors. If I'm not mistaken, my email will be shown because of my comment?? when you have time, can you or do you provide responses??

It varies. When I rated, I had to have claims done in 2 to 5 days from the time it hit my desk.

What pisses me off is there are people here that think veterans shouldnt even have to go through this process, which they shouldn’t every veteran should be entitled to 100% disability because it’s based on personal experience and the questions that these VA disability raters ask can be just outright disrespectful they ask these questions because they know you won’t punch them in the mouth, even though they damn well deserve it

Lol, a lot of internal employees did and once promoted, changed their minds and went back to doing what they did before coming an RVSR.

0:02 what we do for you. IF you deny a rating to a Vet you put him on the streets. If you deny a rating to a vet you show that the VA cares more about money then the wellfare of the vet.

Each VA employee has to go by the guidelines. Remember, does the veterans claimed condition fall under the 5 ways of service connection and does it meet the criteria.
