Would you say it’s hard to get a job as a junior software engineer because of the lay offs?

It's hard not because of the layoff but because companies are cutting funds and budget, so there is not a lot of hiring currently. Hopefully it will recover soon next year. Give yourself at least 1 year to switch if you're starting from now.
