Sir for traffic violations you must at least give warning tickets , though not fines. So that a record is entered on license that there was a warning already gives and the person was excused earlier

Has Abhishek taken any prior permission from state Govt to advertise for private institute for Unacademy or from DOPT. I suppose Govt resources shall not be utilised in promoting a private entrepreneur
