Today I've installed Quartus Prime 23.1 on Windown 11 and connected my USB Baster. Initially device was not recognized - no driver loaded. Then I've choose to install driver from location and pointed to installation folder of Quartus Prime. Driver installed correctly and USB Blaster became visible in Quartus.

I was reading so many forums and you just saved me so much time, huge thank you! I am on Windows 11 and was having issues downloading USB Blaster due not being recognized on Windows 11. I updated the driver by pointing Quartus Prime/Driver folder and it installed USB blaster on Windows 11!
