Yup, In pakistan we have this kind of system which is a nation wife exams which basically decide what you are gonna do in life, like i was lucky and got 1047 out of 1100 but I know that what i did was remember everything from a book and write it on a paper with as much words as possible like i used 42 sheets in my biology exams i did get 120 out of 120 and then 30 of 30 in practicals but i know just how messed up that was cuz for a month before th exams i averaged sleep of around 2/3 hours and it's then that i got addicted to coffee and red bull. After the exam overed when i went home i slept for 23 hours straight.

In reality they wouldn't have to. If you look at China, they're not stupid to think overpopulation isn't an issue. Even if a 1 child rule was never enforced, the majority naturally has to stop having as many kids once they're all crammed together living in tiny apartments sharing the same toilet. And we in the west especially wouldn't be for living like that. Hence we haven't been overpopulating the place like other countries have. And i doubt the UN cares much about sorting out all the overpopulating countries. It's their problem, they can deal with it on their own if they want to. Nobody listens unless there's a threat. If the resources for our survival/life style becomes a big problem, and other countries aren't helping resolve the situation, we know what's gonna happen at that point. ☢☢☢

That said, if you need to murder 5% of the population every single year, you would probably find couples having dozens of children as a direct result (some data suggests a correlation between high birth rates and lethal environments). Premise: any system that can be cheated by those with wealth/power/connections, will be (hence the slaves at the end; USA cheated twice by not honoring their obligations to reduce their population and rigged their own system). Probably less chance to cheat if you start with the old and infirm (work from the oldest down), this way even the powerful/wealthy are not immune (over 60 but have billions? congratulations, you won the money game, but keep that will up to date).
