No lights or stop sign, i am a driver myself, so i will use this in my company

why are the red warning lights not on?

The driver may have forgotten to turn them on when stopping the bus. The driver cannot turn on the warning lights once the door is open and in Ontario, the upper red lights are not operated at schools (these are considered loading zones)
