Considering that Pogo actually does look like a mix of of 23 year old Patrick Stewart (google "Patrick Stewart age 23") and a pre-Night Court Brent Spiner does help a bit as well.

After seeing this and comparing it to the original, if they needed someone to stand in for a YOUNGER Picard, Pogo wouldn't be the worst person. I know it's Patrick Stewart's face here but it almost looks like they just aged Pogo by a few decades!

Having a resemblance between the two faces certainly helps the swap work. In the case of Patrick Stewart, I searched high and low to find good quality footage from early in his career. Unfortunately, there wasn't much at DVD quality or better, and a lot of it was unusable because of makeup or beards on the character's face.
