This is Marathi culture, it was common for dancers to perform for the Peshwa (king) during celebrations and etc. In this case, Mastani (Deepika) is dancing for him because she's deeply in love with him. Priyanka is the Peshwa's first wife, and the covered woman is Baji Rao's (Ranveer) mother. The song is actually describing how desperate Mastani is for his love and attention.
