He didnt give a precise answer. He should have started with explaining the different exchange rate regimes. In the case of Eritrea, the government is adopting an exchange rate regime called PEGGED exchange rate. It is one form of fixed exchange rate. The government determines the exchange rate of nakfa with dollar and other major currencies are indirectly determined accordingly. In a normal economic atmosphere it is the relation of volume imports and exports that ultimately determines the rate.
