the direction of rotation of the brush , is raising the dust and putting it back on the panel thats already cleaned..

instead of rotating the brush backwards and move all the dust back on the panel, you have to rotate the brush forward so the all the dust can be cleaned sooner or later. (Y) And maybe using some water as well

Instead of using rack and pinion, just put wheels and use the pv panel ends as rail Also motor seems very small and will easily damage, instead use small motor with gear box
