Those scam call centre owners basically pay huge bribes to the police and hence the reason they don't actively try to put them down for good. Why would you need to be cracked down if you come to a country legally going through all the necessary steps and procedures? That's like saying the government should crackdown on Billionaires because they pay taxes using 100% legal methods. If it's legal it doesn't need to be punished. If anything that would be considered racism if enacted. If there are any actually justified crackdowns to be done, it should be on the Mexicans. Since a large portion of them do not enter the States (I'm not American) legally.
