If you can't make money from all this stuff, then there's no impetus to be that corrupt. Just like if every child was raised and schooled with a deep understanding of life, themselves and others and how society works (before bombarding children with endless dry subjects purely designed to get them into work...) then entire generations of people would grow up passionate about changing society, passionately against corruption and wanting to dedicate their lives to a real craft, art or sciences etc rather than all their time and energy and mind going into some sleazy employment route and their whole lives and brains being turned into nothing but wanting to make money and personal security for themselves, which is the very root of all corruption. Even religions were corrupted originally because of the desire by people for power, wealth, possession and the necessary domination of society those things require. We should not have individuals at the top, democracy should necessarily be a huge group effort with huge teams of seriously well-educated and experienced experts in their fields working as a large and constantly changing teams of representatives. There is no need for presidents, prime ministers and all that nonsense, that's trying to run democracies like a business (point in question) and is an ancient and utterly archaic hangover from dictatorships and monarchies (same thing historically) from ancient history. It always amazes me just how rapidly we can make technological progress, yet when it comes to society, democracy and even just understanding ourselves, we're not just slow but actually don't want to progress in these areas. We may think we do, but the vast majority of human minds actively cling to thoroughly archaic, deeply conditioned ways of thinking about governance, society, ourselves and even existence.
