They are - that video piece is from a 1980 Muppets episode that Diana hosted. Diana sings a "live" version of Love Hangover in the segment you see. It's posted somewhere here on KZfaq.

Both Donna Summers album Love to Love you baby and Diana Ross's album were out February 1976 but for some reason I always thought Donna Summers sex song came out first and Diana Ross was copying what Donna Summer was doing

Donna Summer's Love to Love You Baby came out first in 1975. Then, Love Hangover came out in 1976. You are correct. LTLYB by Summer inspired a lot of songs after.
