Garden leave is used when someone has been dismissed and you don't want then to work their notice. You are thinking of suspension pending investigation and disciplinary.

Garden leave can be for a few reasons, you mentioned one, it can be used when someone resigns as well and you don't want them to work their notice for any reason, or can be used in sensitive situations where you would give the employee time out of the business because their presence could cause issues for the employee or business but it's a temporary situation. However in this case everything seems sus. I hope there's a reasonable explanation.

@OhDearOhDear69 I have been a whistleblower. The person I reported was put on gardening leave. You are correct. Unfortunately, in my case, the abuser was not fired. Sangita should be neither fired nor suspended.
