I don't think that would help, really. It doesn't matter how well hydrated you are if you deny access to the mechanism keeping the eye from drying out: regularly blinking has several purposes, one of which is moistening the eye. The world record holder of staring contests "only" lasted 41 minutes, and describes the feeling at minute 35 as "as if he was getting a tattoo on his eyeball." The eye is simply not built for that sort of long-term exposure. If you were talking about pouring the water over your face/eye, well... that's not a great solution. For one, any impact like that, no matter how much you try to lessen it, will probably cause you to blink. Or do damage when you force yourself not to. Secondly, there's a reason you don't use water (clean or not) for things like contact lenses. Your eye is a very delicate structure, and just like contact solution the tears used to clean and moisten the eye are saline in nature. I'll grant you that this situation is somewhat different, since contact lenses aren't involved... otherwise, how would people go safely swimming? Without said lenses, the risks of water in the eye aren't much of a worry. But it is still probably better avoided, and likely less efficient than the natural system anyway.
