Thats because English is a dub in Genshin impact. The original is Chinese so the lips syncs with Chinese voice over. Though when i tried Chinese voice over, it was still a bit awkward with the lip syncing even if it was the original.

I don't think she is the unknown god, but rather the god of creation who was gone for millenia. In Chinese, the game is called 原神 which means God of Origin, probably implying that they are talking about the god who created Teyvat. The game is not only a quest to find about our lost twin but also to find out about the missing "God of Origin". Scaramouche once said that the stars are a lie and meteorites kept falling. It could mean that the sky we see is a fake and the real sky was collapsing. The god creator has no reasons to leave Celestia but if not even the gods know where they went, the situation isn't taken lightly. After all, if a situation as severe as this happened, then it means that the god creator didn't only went missing, but either died either the position is vacant and/or lost their function. It meant that the god creator was overhtrowned by a sustainer and that sustainer is most likely the unknown god whose power is unbelievable. Her power ressembles to Kiana's from Honkai Impact 3rd who has power of Herrscher of the Void who can break laws of physics and bend space and time. Such a power can only belong to the god creator. Paimon is presented as the icon of the game and is also the menu icon. If Paimon is the god creator who went missing for millenia, it would explain why she gets worked up when anything suspicious came up. Paimon had to hide her real identity because it can cause her big trouble if she were revealed. It will cost more than the Travelor's trust. Since the god creator has lost most of her powers, to compensate that hit, her body was reduced to one of a chibi while conservating a small fraction of her powers. If she had really almost nearly drowned, the logical explanation I can find is due to the attempt of fighting the sustainer to get her powers back but fails to do so and fell in the water, unconcious before the travelor fished her up. Paimon has said that to thank the travelor for saving her, she will guide the Travelor around. She may purposefully have the travelor travel around to gain some of her powers back when the travelor activates the statues and give offerings
