In any reinforced design concrete structure, the column is always designed more stiff than the beam. The reason is that when lateral forces like wind forces or earthquake forces hits the structure, so if the column fails whole structure is going to collapse because columns provides support to the whole structure and the whole structures is standing on the column, while if beam fails in any structure, so this is the local failure and only the one storey may be affected, not the whole building or structure, so Engineers design the column as a critical member and we take care while designing the column so that it has much capability of taking the load either gravity or lateral loads.
