If you listen to Bill's final message and watch film theory's video on gravity falls then you can understand that bill was to be brought back in a different form and a different time. Different time in this instance is the future, when everyone is older. Different form in this instance makes Bill a human. Instead of a demon, he his new form is a human's body.

Bills “last words” were (reversed) a summon for axolotl. So to me, this is canon

The same AXOLOTL is indeed canon. It appeared in a comic before the end of the show, and as this "omniscent, omnipotent being" (basically a God of all the Realms and Multiverses) it said to Dipper, after talking about how he has to say his name to release the crimes to his Home dimension (basically, implying that he "returned" with that very spell as the 2D realm burned him as well). So he did in the 3rd dimension, and it strictly implies that worked. And at the end of the explanation to Dipper, the AXOLOTL concluded with: "He'll have to invoke my Name; One way to absolve his crime; *A DIFFERENT FORM, A DIFFERENT TIME*". So yeah. He is alive and the trick worked. Another proof is that Bill said as he burned away "I INVOKE THE ANCIENT POWER...", which mean that not only he knew about the spell to the Axolotl existed, but that it also worked, and "...THAT I MAY RETUEN" implies that he does not know that as a Mith or saw that power being effective on another enthety; by specifically saying "*I MAY RETURN*" and not something like "the ancient power OF RETURNING". HE SAID IT IN THAT WAY BECAUSE HE KNEW FOR EXPERIENCE. HE ALREADY RETUENED. AND HE DID IT ANOTHER TIME, GOD KNOWS WHY, BUT HECK, HE LIVES. CANON!.
