Because of the bishounen look to the character. Ayami Kojima has a simpler approach where she can replicate the character if need be, and colors stand out more. Strikes me more Final Fantasy than Castlevania.

just put a normal palette, or even a shitty jpg from google will do, put the image on top of the painting software. put dope hacker music before. hit your computer with a bat on the image and see it glitchin’, glitchin’ mad and there it is and it will fuse with the software, and it will be there for the next times

From what I can tell the primary brush he's using a semi brick brush with slight texture (probably a low contrast texture in height blending mode or a harder texture in multiply mode). It looks to have flow-pressure control apart from the standard opacity-pressure control. Hope that helps if you didn't end up finding them
