There is no perfect resume. To start with there is a wide range of skills and knowledge and the depth really sets candidates apart. The more challenging piece is determining if a candidate will fit a job based on their soft skills and personality. Soft skills can include communication style and the ability to negotiate. Personality traits would be things such as the big 5 traits (Openness, Conscientiousness, Extraversion, Agreeableness, and Neuroticism) or the Myer's Briggs personality characteristics:
Extraversion (E) or Introversion (I)
Sensing (S) or Intuition (N)
Thinking (T) or Feeling (F)
Judging (J) or Perceiving (P)
The worst part is I have seen people claim specific characteristics are good and other characteristics are bad. The real analysis should be based on the hiring manager, their team, and the teams they will work with. In this video I give the analogy of dating and finding a partner. Everyone will have different preferences and fit better with different people. Online dating really is like hiring in the sense that you get a bio (resume) and a short period to make a decision on whether you want to continue the relationship.
The even harder part is building an entire cohesive team. Getting personalities to match and work well together is always a large challenge, especially when teams have turn over and promotions.
