If a person has already registered the finger prints in the past the immigration process is hardly 5 minutes. First time visitors to China need to scan the finger prints at machines before reaching immigration. It is a once off requirement. Flights arriving around 3pm to 4pm will usually coincide with Europe amd US arrivals thus the queue might take an hour. Overall: Finger printing (10 min prior to reaching immigration - there are signs : once off) + queue (anywhere between 10 min (APEC Card holders amd elderly) to an hour) + actual immigration process (5 min). Don't worry the luggage takes about this time due to the heavy volume of arrivals!
