Okay, gonna fight Dogbon for a second. Wish me luck. So, I think they didn't find Penny until a *little* (like only a couple chapters/weeks) later after the first chapter. Why do I think this? Well, have fun. If you pay attention to the note textures in chapter 9 and 10 (Book 2) you'll see that the one in Chapter 10 has an old, wrinkly texture to it, meaning that it was written a long time ago. I don't remember the texture of the Chapter 9 note, but I do know that it was a lot sooner than when they wrote the note that they found Penny. Now reminder, we never know WHEN any of the notes in Piggy were actually written. We only know what they say, and we can also identify if the notes were recently written or note based on their textures. If a note has a smooth plastic texture, then it must've been recently written. If it has a slate-like texture, then we can assume that the note was written a long time ago. The note in Chapter 10 had a slate texture, so it must've been written at least a few months ago, when the infection was at it's early stages, and there weren't really any "Insolence Infecteds," as I call them. Plus, a cure for a virus, disease, or anything is not something that goes like "Oh what does this dobedad do? Oh boy, I just found the cure!" It takes MONTHS for a cure to work, or really even cure ONE symptom. And, if you remember, they never said that the cure fully worked, they only said that she was "Less Agressive," meaning that they were CLOSE to a cure, but never finished it. TL;DR: A cure takes forever to work, so they found Penny before B2C9-10.
