Any suggestions to dissolve it? I have a lot trouble getting it to dissolve.

Yes I heat up r/o water and pour it in slowly and move it around with a long mixing spoon

Why put it in the oven first?

So you put in the oven to convert the baking soda into soda ash, therefor making the substance more potent..
