So I looked up A4 paper and found that this is the size standard for paper the world over except in North America. It is equal to 257 x 210 mm or 11.69 x 8.27-inch paper. Hopefully, this will help others who were confused like me. Most of the paper I have is 9 in x 12 in (22.9 cm x 30.5 cm) so I guess I will cut my paper down a little bit before starting. I'll cut it down to 25.7 cm x 21. cm.

OR you can measure the size of your picture and increase 5cm on every side and than start the process of lining..

Instead of 1 cm here, use the height (not length) of the border required by you. And instead of 1.5cm use the width you want.

I think 1.5 and 1 cm are the sized of the edge of the frame not the base.
