A committee may do all the investigations required and submit a report of the findings to the whole house to make the final decision by debating and interrogating the report and to vote guilty or not guilty or to ask for further info if needed for clarifications etc. Hence a committee's job is really to help the house make an informed decision based on the facts collected and substantiated.
