Do All Wire Rope Sling Legs Need an ID Tag or is One ID Tag Enough?

OSHA currently requires a tag each leg and one for the assembly when used for a personnel basket. I have not figured out why since all of the legs are swadged on the master link and can not be removed as mentioned. We have asked our local OSHA representative about this standard but never got a response.
