IMO You SHOULDN'T be 100% max when upgrading your townhall. As you can see he had so, so much loot wasted there and builder just laying around. You can upgrade your townhall once 95% of your buildings to avoid time a resource waste.

Max out for what ? Cwl only th16 , legend only th16 . Why to stay at 11 12 13 14 ? You have hero potions so they are maxed all the time

IMO finishing the key defences past TH 11 along with storages, lab, pet house, CC,army camps, barracks will be enough to move to the next TH as you will be missing out on a lot of new add ons in lower TH as some defences like mortars loose their importance as we move forward…also heroes are now highly dependent on blacksmith and they along with their pets can be boosted to max level with just 1 portion which is pretty cheap for CWL…I maxed till TH 13 and then followed this strategic rush till TH 16 and now I can surely say I’m in a far better position than if I would have waited to max out every TH 😅
