There is only 1 kind of woman, and they're ALL born female-- making the use of 'Cis' entirely useless and irrelevant. A dude identifying as a woman doesn't make him a woman. A woman isn't a personality, a social construct, a feeling, a sexual preference, or a costume that a man can just put on or take off-- She's an adult, human, female. As it turns out, there's a prerequisite to being a woman-- and that's being born female.

The law is for policing this. Jane makes a great point about intent and legality, being more important. Of course social norms are enforced by social circles, but there's nothing stopping those social circles changing.
