He made the case in the video that it's specifically bad in the starter because there are very few cards in the starter to ramp to AND the starter vs. starter format is slow, so you'll be able to reach a high level of ink naturally.

How many copies of amber/amethyst starter deck should I purchase to properly build a deck?

2 will give you 4 copies of the good constructed cards. Ruby/Amethyst is the best constructed deck by far, so I'd pick up one Ruby/Emerald deck for the three dragons' breath as well (4 if you want all the aladdins you need). From there, you'll need to get booster packs to pick up Ursula, elsa, and be prepared.

I have played YGO for a while, but the current meta has grown stale for me...but this game has potential and looks fun since you can play and construct any deck to your liking 😁
